How to use funds from the Rural Development Program + developing a business plan for rural development measures. Croatia still has a total of EUR 2.4 billion available funds from the Rural Development Program. Through hands-on two-day training, clear guidelines and instructions are provided on what can be funded and how to apply and get funding for business improvement in rural areas.

Fundamentals of project planning and guidelines for successful application of a project funded by the Rural Development Program and development of a business plan for measures 4 and 6 of the Rural Development Program.
The program is intended for all potential project applicants, but also for those who would like to understand the opportunities offered by the Rural Development Program and thus become better acquainted with current tenders.
The funds available can be used for the majority of public user projects. They can finance most of their never-completed projects due to lack of funds: from the construction of new facilities, renovation of old facilities, cultural heritage, road construction, necessary infrastructure, water, sewage, lighting, roads, cycling trails, natural heritage, laboratories, entrepreneurial incubators, zones, etc.
Entrepreneurs, especially in agriculture and rural tourism, can receive 50-90% of grants for new plantations, farms, factories, plants, warehouses, laboratories, R&D departments, in value up to EUR 5 million.
The workshop consists of 2 parts:
Day one:
Comprehensive education contains all the information that enables the students to understand the areas that can be financed from the Rural Development Program, contained in the measures and priorities of the Program.
- Presentation of strategic documents of agricultural policy and rural development.
- Familiarity with the Priorities and Measures – areas eligible for funding from the Rural Development Program – a detailed overview of individual measures.
- Steps in project planning.
- Examples of specific tenders and tender documentation for current or announced tenders
- How to choose the best project according to personal capabilities and conditions.
- Applicant and project eligibility
- Completion of the required documents and the application process through Agronet.
- Example of application for Measure 7.
- Questions and answers.
Day two:
Creating a practical example of a business plan for Measure 4 and 6 and completing the official form (excel format):
- introductory part – designing the project according to individual competition
- Excel calculations – investments, sources of financing, income and expenses, projection of income and expenses, financial and economic flows
- descriptive part of the business plan – not a requirement, but it further clarifies the planned project and raises the relevance of the project
- completing the official template in excel
- questions and answers regarding the acceptability of planned project ideas.

Boris Pekić

He is in charge of business organization, negotiation, and contracting of engagements, as well as financial preparation and implementation of projects co-financed by EU and other supporting institutions, financial consulting in general, financial and operational restructuring, profitability analysis of individual products and services, profit centers, valuation of companies et al.
He has been a professional lecturer on educational programs in the above-mentioned areas since 2007.
Prior to Croatia’s accession to the EU, he was a Business Advisor in over 200 projects for private and public sector users at home and abroad, including due diligence and financial restructuring of large companies, preparation of complex investment projects, and numerous expert capacity analysis and strategic documents drafting for local and regional self-government units.
In the 2014-2020 programming period, he was the leader and a member of the team that has completed over 100 project preparations and implementation projects funded by EU programs totaling over 1.25 billion Croatian kuna, secured with grants of just over 925 million Croatian kuna.
Boris graduated from the Faculty of Economics in Split with a degree in Business Economics.
He is a member of the Executive Board of the HUP-Association of Professionals in EU Funds.
